Regular Full Time Positions

Department: Computer and Information Services
Schedule: 7:00 AM – 4:00 PM
Starting Pay: $70,000 per year
Position Description:
Responsible for managing the Communications and Information Systems for the City of Fairhope and is charged with delivering all aspects of communications and information technology needed to support City government and the citizens. This includes the analysis, design, development, and implementation of automated information and radio and telephone communication systems. Plans and develops a comprehensive technological strategy that proactively positions the City for future growth and success. Establishes objectives, programs, work-plans and standards to implement department goals as established by the Mayor and Administrative Superintendent

Minimum Qualification Standards:

· Thorough knowledge of project management principles, including budgeting.
· Thorough knowledge of computer operating systems and computer networks.
· Thorough knowledge of desktop computer systems and computer peripheral equipment.
· Thorough knowledge of information systems analysis, design, construction, integration, operation, security, and maintenance.
· Thorough knowledge of telecommunications systems.
· Good knowledge of the overall City Organization, Departmental and Agency missions & duties, City facts, etc. in order to provide a high level of customer service to those served.
· Thorough knowledge of AS 400 and Windows network operating systems;
· Thorough knowledge of LAN/WAN and TCP/IP protocol and IPX/SPX protocol;
· Knowledge of law enforcement related hardware systems and software applications.
· Knowledge of training methods, techniques, and procedures;
· Knowledge of current computer industry, Internet, and e-commerce technologies, trends, and capabilities.
· Knowledge of current laws and regulations impacting computer and information technology use, application, and development.
· Knowledge of municipal organizations, their services and operations, and public sector budgetary process.
· Knowledge of supervisory principles with an emphasis on supervising professional and technical employees.
· Skill in the operation of computers and telephony equipment.
· Skill in planning, managing, and overseeing multi-faceted, complex, multi-phase information technology projects.
· Skill in managing and balancing congruent, or frequently competing priorities, expectations, and goals.
· Skill in interpersonal and group communications in a variety of forums and situations using a variety of methods.
· Ability to plan and organize work in order to set priorities and meet deadlines.
· Ability to relate highly technical issues and respond to questions at a layman's level of understanding.
· Ability to analyze computer service related problems and describe solutions graphically and logically.
· Ability to communicate effectively, both orally and in writing.
· Ability to establish and maintain effective working relationships with department heads, elected officials, other employees, vendors, and the general public.
· Ability to supervise the work of others.
· Ability to travel and stay overnight as required.
· Ability to work non-standard hours including weekends and overtime.
· Ability to attend additional training, skills development and other self-improvement courses.
· Ability to be insured by the City’s driving coverage policy
Education, Experience and Training:
Graduation from an accredited four-year college or university with a bachelor’s degree in Computer Science, Information Technology, or other related field(s); AND

Five or more years of progressively responsible experience in communications management, information services management, or application/systems support, including work experience related to the design, development and implementation of said systems, as well as at least two years supervisory experience; OR

Any equivalent combination of education, experience and training that provides the applicant with the knowledge, skills, and abilities required to perform the essential functins of the job.

Required Licensing and Certification:
· Valid Alabama Driver's License is REQUIRED;
· Microsoft MCP, MCSA, MCSE or equivalent certification and
IBM pSeries/iSeries certification desired.
